The difference: Saddam wanted absolute power for himself, with no real rights for the citizens of the country whatsoever, the US wants Iraq to be a stable, democratic country, where people enjoy civil rights.
Saddam gassed civilians that were uprising (actually he also killed people in a bunch of tests) against a totalitarian regime which took away their every right.
The US are killing civilians that are uprising against the forming of an independent, free, democratic country, and want to replace that by either a new totalitarian regime or a religious tyranny.
That's a pretty big fucking difference.
