GFY Design Contest - How are votes being tallied?

I've been thinking about how votes would be calculated since I started rating designs.

Here are some problems:

i) A rating of 8 from someone, might be a rating of 6 for someone else.

ii) Someone who votes an 8 on a design, may have made that decision on based on only looking at front page, or first few pages, and maybe someone voted a 6 on the same design because the last two pages and join page were not well done.

These are easily solved by not making anyone's vote worth less or more. There are some calculations which would compare votes of someone to an overall, and rate the value of someone's vote, depending on the percentage of pages on each design they see (checking statistics relating to IP address of voter).

These suggestions are meant to help the designers be able to get a better picture of what the overall voters thought, by bringing a naturally high-number voter possibly down in value, and a low-number voter possibly higher in value.

I would also of liked to see a comment box, so I could give reasoning for my vote - text hard to read, too much content, cluttered, and also for possitive comments. I think designers would appreciate that.
