HIV is not that big in Thailand anymore (compared to what it once was) among the general sex workers. What most stats do not tell you is that the majority of HIV cases are in northern Thailand and in the brothels that cater exclusively to Thai men, as well as in the Gay community. Most Thai men refuse to wear condoms and it is common for married men to visit brothels or even have a second wife. All of which he more than likely does bareback and then comes home to bang his wife. There is an alarming number of NON-sex working women who are HIV+ now there because of this.
Another problem is shared needle use in northern Thailand around the "Golden Tri-angle" where a lot of the worlds Opium and Heroin is made. Lots of junkies up there who don't know any better. Even many of the poor hill tribe people are infected. They say that is they don't get a handle on it there will be no more hill tribes within 8 - 10 years.
I remember my first trip to Thailand about 8 years ago and many of then still thought that foreigners were bringing HIV into their country. They were very uneducated about it and for a long time that's what their government told them. I know an older Thai man who still believes that to this day.
The girls I most feel sorry for are the girls who work in the Thai only brothels. These girls are POOR farmers who know nothing and anything and get worked until they get sick, then sent home to die. I've heard of a certain brothel where they have the girls chained to the beds (all minors) and the Thai men have their way with them. When the girls get too sick to work (HIV), they throw the kids out on the streets. Some fucked up things go on in this world.
