There have been hundreds of thousands of shootout's involving the trained professionals, and in EVERY single one, there have bullets everywhere. WHY? Well first off because someone else is usually shooting at you. Second, because of this little chemical called aderaline. It makes you heart pump, which makes your hands shake.
try running a block and then shooting at a still target. Or a target that you can not see. Hell for that matter try chasing someone in traffic in a car for a few blocks and then try to shoot at a target.
It is nowhere as easy as you think.
They should not have shot at the guy, but you trying to say that they are poorly trained as officers is more ignorant, than them shooting at him.
