Are you retarded? Just because she did not say "please put my child at risk...." does not mean she was not responsible for the situation.
If she chose not to sign it she was choosing to be arrested. She chose not to comply with the officer whn being informed she was being arrested. Would you not expect force to come into play at that point? Any resonable person would.
