They are both wrong. The lady was speeding .. period, and should have gotten a ticket. Yes, she wasn't going that fast, but speeding is speeding. I have done it and if I got pulled over, I wouldn't bitch, I would accept that I got caught.
However, zapping a pregnant lady sounds a bit harshe. Cops are trained in tactics, self defense, and other abilities. How a 6 foot plus cop can't control a pregnant lady without using excessive force is beyond me. What an asshole.
