This is a generalization, and for the most part false. It depends on HOW your outgoing links are set up, to who they are sent, and if you get links back ... plus about 40 other factors.
As has been pointed out in this thread, buy links for relevancy and traffic. Forget PR. If you look at the chart (I don't have the link handy) it takes a lot of links from high PR pages to get a low PR page up even a few points. Build traffic the old fashioned way and take PR with a grain of salt.
Now, if you on the other hand have a 6,7+ PR site you can obviously milk a lot of money out of naive webmasters who will pay $$$$ for a link....
