Now if he's looking for a quick "switch" solution to move things if his hosting companies network has temporary problems, then sure he would need a solution with another company. I'd assume he'd use the cheapest he could find because his main host is extremely stable and this backup would rarely if ever get used. If his host did have network problems they probably wouldn't last long, and if they ever had a serious problem he'd probably get set up with a new primary host.
