Basically what it comes down to is verification, you are who you say you are and not 10 different people.

BUt you gotta be realistic, cheater cheat. No matter what you do to prevent them, I think is only a temporary solution. Until they find a way around it.

For example, look at the domains of cheaters, how many of them have bogus information in the whois? All of them.
