Any way of verification could work. Like said before, you could apply for a submitter pass leaving a phonenumber or address where a confirmation is sent to. But that would be a very costy project. The good thing about a system like described here is that it could pretty much pay for itself. If people register and pay a small fee that could cover the bandwidth. It will never cover the programming time involved, but that's made up for by having a tool to stop cheaters... I'd be willing to invest the time needed to set this up... there are still a lot of problems to solve before a good system is up and running though... It's good people are posting their opinions here regarding this
