Lithonia's police chief has pulled his officers off all duty except manning phones, after learning neither workers nor vehicles have liability insurance.
In the meantime, DeKalb County police are handling emergency calls -- or driving Lithonia's officers to them.
The town is about 16 miles east of Atlanta and has recently faced a 70-thousand I-R-S bill, while still operating on its 2004 budget.
