A guy who does what you propose is just as likely to go into a paysite and download everything rather than buy it from a content producer.
Easiest thing is to send an email to his server, a C & D does not cost anything like $1500. You can even do it yourself.
The biggest problem is with sponsors who do nothing to stop these people signing up as affiliates and AVS systems. Some, to me, seem so desperate for the business they will just let it happen again and again.
You catch a guy, they tell you they are too big to police their affiliates, but will throw the pirate out and two weels later you find him there again still working.
