Several of you seem to be blaming the parents, but I noticed that the article states:
"Florida's department of children and families intervened and took the matter to court, arguing the teenager,
who is under the care of the state..."
Doesn't that mean that she doesn't have any parental supervision? If so, that would explain a lot.
