Of course you can, but the "quality" you keep is the quality of the thumbnail, not the original. Information is lost in reduction. It's gone. It's not there. If the eye of a person in the original gets reduced to one pixel of blue-gray, how on earth can enlarging the single pixel bring back the lost detail of the iris, the reflections on the eye's lens, and so forth?
