I'll keep it simple for simple minds :

- you have the right to park here : no parking ticket

- you don't have the right to park here : you still can park, but you pay the price.

BTW, I don't share his opinion on the soldiers. Most would prefer to be home with the wife and the kids and pay taxes ... Naturally, there are always a few bad apples ...
