i'm not incredibly well-versed on their entire marketing scheme - if the case is creating that young of a perception then yes, they probably are catering to that "niche". the catch is as stated before she IS 18 - no ifs, ands, or butts about it. theoretically someone of legal age doing that is merely engaging in a fantasy.
personally, she doesn't look overly young to me regardless of how many teddy bears or princess canopy beds they throw in the shoot. granted, others may not see it that way, but perhaps i am disaffected.
