It's next to impossible to do it legally. If you want to perform & record your own version of a song, the ASCAP license is all you need. If you want to use a song that the actual band performed, you need a license from the copyright holder which is usually the record label. Independent filmmakers have to pay thousands of dollars to get a song into their movies.

You'll have better luck trying to find local bands who are willing to sign a limited release in exchange for links back to their websites & so on. Or do a search for "royalty free" music - stuff written explicitly for internet use, sort of like clip art.
