Well they did research on why 16 and 17 year old high the high fatality rate among drivers of all ages and it was because they found out the even at age the descision making process area of the brain is still very immature. In fact that area of the brain doesn't fully mature until age 25. We all know 18 year olds can't drink even though they are "adults" because let's face it most don't have any sense of self control. That's why they raised it to 21. Yeah when I was 18 I thought I was an "adult" when I see a 18-19 year olds now, I still see a kid.
