Our local laws show the irony of the general media propaganda the idiot who wrote that quote fell for: Alcohol which holds less than 60% is just alcohol, alcohol that is 61% is classified as narcotics. Logical? And take Khat as another good example. Locally it is narcotics. In England, on the other hand, it is a vegetable.
Narcotics, today, just means illegal drug.
