Any host that will give you all you are asking for, for under 200. bucks is destin to fail and be another bankrupt company.
But I am sure you can find a few deals like that still around since ther are many over leveraged and over comitted wannabie hosts out there that are willing to give stuff away below their costs just to cut their losses while they are on their way out...
