I'm in NL and I sold to someone in NL so no problem there, but yeh it would be wise not to sell to anyone outside the US if you're US-based.

I know eBay owns PayPal, they might have strict rules but I bet a pretty high % of the cases in which a user lost money was due to the fact that they broke the policy. It's always easy to blame someone for breaking the rules if you broke them first. I have had my account suspended 3 times in 4 years and all 3 times it was solved with a simple phone call or fax.
