The way I see it, there are two issues.

1. Is DigiPawn.com a loan shark? No. We don't loan anything to anyone. We pawn goods. That means that we buy the item and give the pawner a right to buy the item back at an increased cost. We are no more a loan shark than a porn site is a prostitution ring. Thank God for grey areas.

2. If I pawn an item to someone in Japan am I breaking the law in Japan? No. The transaction happens in Atlanta, GA Fulton County. That's where the company is, that's where are servers are, and that is where the funds are paid from.
