Sometimes, they do it in baby steps that might not get detected as such, nor immediately betray the direction of the change.
I'm not sure this is the case in AlienQ's example, but there certainly ARE reasons why the Republican Party might wish to begin to distance (the memory of) Ronald Reagan from gun control advocacy --
