It means you are getting traffic for $0.40 per 1,000 visitors when based on that 250 K package.
Think about that for a moment...if the traffic was from publishers (the webmaster`s sites) then they would need to be paying them less than the $0.40 rate so that they can sell it for this rate.
Even if it was all China traffic for example, that rate is still so very low.
If you are considering these type of packages, for fun ask them what sites the traffic comes from.
