I don't think there will be a draft unless we attack N. korea or Iran and Iran turns really ugly. Right now you could say that there is a " back door draft " going on. The army is calling up people that have been out of the army for a while but are still considered on inactive duty. Also they are calling up people who should not still be in but are due to technicallities like them not properly filing the paperwork etc. They are also lengthening the amount of times soldiers stay in iraq or how long the guard are called up.

They are doing this because we are running a little low. We have a ton of soldiers, but they are spread all over the world so we are scraping around to find people to occupy Iraq. As Iraq starts to govern itself we will slowly start to move our forces out but if a major conflict with Iran or N/ korea starts up we could potentially see a draft.

as for the national service thing I have heard of two versions of it. One is like mokingbich talks about, another is enacting something like Isreal uses where everyone 18-22 ( or there abouts I'm not sure of the exact number ) is required to serve at least 2 years in the military. They don't have to be a soldier, but they do have enlist. Make no mistake, if something like this is enacted this is worse than a draft because you don't get a choice you have to join. And you know that most people are not going to want to join the infantry so the non-combat spots will be hard to get.
