Being non-refundable is for a service that you received and aren't eligible for a refund. If you did not receive the service for which you paid, then it isn't a non-refundable issue. They can't just take your money and not provide the service, then say, "Sorry, it's non-refundable."
If they have no way of verifying that you paid, nor a way to set things up, then I'd sure not want to deal with them. Sounds way too automated to me.
