Paypal sending auth pages?

I get frequent emails from "paypal" claiming they need me to verify my info for security checks. Now, I have always assumed it a scam and disregarded them, not even clicking the links.

The main reason for this is because the emails they send to are not attached to paypal accounts. (this prompts my quick judgement at least).

So, today I decided to check it out. Looking it over, it certainly looks legit. Well, of course with the acception that the paypal.com portion rides off of an ip as a directory. All links direct to legit paypal.com domains.

This is a scam, right? Certainly this is not a sale's strategy on there part to get you signed up?

Either way, damn good for someone, albeit maybe a scammer.
