No, Michigan did not require a permit. I have no idea about California. Its varies from city to city, state to state. People say contact the department of natural resources, but everyone knows they are pricks. I saw some webpages online of exotics dealers in Los Angeles, so it must be ok in at least some areas. Find a broker or breeder in California and ask them about laws of various cities etc.
One thing we did find out though while getting him is that Vets despise the idea of someone owning an exotic, so dont go to them. Alot of people will tell you not to do it. Its not easy by any means and their diet and upkeep is expensive. And they require a vet trained in exotic cats, which isnt as easy to find as you may think. At least not in Michigan anyway. Not too mention the time you personally have to invest in them.
Pics, tons. This is one well documented animal. At least 4 or 5 pics a day of him doing some sort of stupid shit. I wont throw them up here in the dog thread, but if you got an icq # and you really really want to see more of him, Ill send you a url to some.
