i was always with the understanding that it was illegal to make a girl look under 18 (braces, pig tails, clothes, backgrounds/set design etc) and show her in sexually explicit shoots.
i must be wrong obviously because so many people are doing it, but i do remember seeing it explained a couple times and it seemed like it was something to avoid for legal reasons.
does anyone know more?
