No nothing convoluted about it in Canada. Pretty much common sense.
1. Can't be a relativie
2. Can't be a legal guardian
3. Can't be something like a teacher or mentor or anyone that couild be viewed as in a position to take advantage of the girl.
Hell I was 14 my first time and the guy was 28. I knew what I wanted and what I was getting into. I don't think he did.
