Interesting. Looks like a dating script, something like Aedating maybe or Webdate.
That kind of script shouldn't cost too much to set up and get going. Maybe a few hundred dollars if you go with the templates that come with script.
Of course, once you start getting into mods and custom front end it could be anywhere from a few hundred to thousands of dollars.
