Right! Taxes are constructed in a way that"if" there is a chance that it is taxable, then it is... You fight later.
In your case, the goods are staying in Canada, so taxable.
As an example, tourists that buy goods in Canada pay the taxes, but can claim them back when they leave the country AND when they show the goods are alse leaving ....
