Do I pay sales tax when I order a product from Quebec via a Washinton (state) entity to be shipped to Alberta.

Buyer: Out of country
Merchant: Quebec
Receiver: Alberta

Normally one ordering from Quebec living in Alberta would incur the federal tax. What about when a US entity pays for it?
