Governments and companies think of it as investments.
Parents think of it as securing the future.
The youth think of it as opportunities.
The first and last thing is interesting, because not all have those opportunities. I'm not 100% familiar with U.S. system, but from what I heard you need to have the money yourself or some special skills to get your degrees.
So basically, there are lots of wasted lifes. I can't draw a black and white picture of it, but I'm sure many criminals would not be criminals if they had the opportunities. They can't be happy by ending up in jail or on the run rest of their lifes?
Personally, I think all education should be free. Then people have a choice and there are no excuses for think of it as scam/wasted money. You see, the biggest scam is not the education itself, but the system.
Sounds like favoring communism, heh? Nope, it works if richer part of society are willing to pay for it through taxes. And much better than spending money on destructive things like military budgets.
