Seriously Gator - that article ain't of any consequence - it's just the opinion of one man who heads that section.
There are serious possibilities in this, but depends on what angle, or member state interest, has some input/sway.
Example... It could be used to constructively organise/co-ordinate domain name issues and get people like iCann and others working together. These folks have not exactly had a smooth track record :-)
But... the sillier side is gonna come from member states who never think of anything other than "control" - basically control freak nations.
You are right, - the UN or any of it's sub orgs have nothing to do with either censorship or giving "moral opinions" or religous views - that is just too US and they got better shit to bother with.
From personal experience, I know the UN "sub orgs" are damned excellent at organising and making stuff happen - they have an very well-qualified staff, - ignoring the odd few who like to express personal views :-)
