No, the war came as a result of 9/11 but please lets not get into the whole spiel about justification, etc. Been there, done that 100 times.
But on a related topic, after 9/11 the focus was on hunting bin Laden and getting those responsible for 9/11. Bin Laden is still out there. That's where the "war" should be.
