Put some content in there, add a trade script, make top lists and trade traffic.

here. For a cheap design that will look good take a look at
The TGP Factory and he should be able to hook you up with a good design for about 50 bucks. Just send him an email and tell him what you want and he'll hook you up quickly and cheaply.
