Exact same thing happening here..(error 0406 or "You've tried to log in too many times). I tried to reboot, re-install, switch versions, run the database optimizer.. finally the only thing that worked was powering down the machines, rebooting the modem/router, switching the port I was plugged into and then powering everything back on. The downside, you have to do this 1-2 times a day.

And oddly enough you should notice that you can access other ICQ numbers without running into any problems. You should also be able to use the sucky web based version (icq2go)
