IBM has a whole department dedicated for those who are visually impared. from brail keyboards to reading text off the monitor either using voice recognition software to brail keypads that translate the text off the screen
I was part of the IBM testing software for them 15 years ago on the voice recognition software - my computer basically learned to hear my voice and talked to me - told me what was on the screen - I simply had to say certain key words for it to actually surf.

Like I said, for all the people who can't seem to grasp this issue. I fully understand that visually impaired people are able to use computers too. However, if a person is blind they will not be able to read the text "Visually impaired? Click here". That being said, now answer this question: Why is it displayed on the screen?
