I have SS192 rounds, although FN has been ordered to discontinue this round its perfectly legal to buy whatever is left on the market. As for it not being able to penetrate body armor:
"The tests that the Brady Center completed show that 5.7 x 28 mm SS192 cartridges penetrate level IIA body armor, which is soft body armor that most law enforcement officers use."http://www.bradycampaign.org/ler/fnh/faq.php
If you dont think a handgun that shoots a small rifle round is special then you dont know much about guns. They have just gotten a contract with the armed forces and soon this will be the main handgun in use by them.
