The individuals and groups attacking the US troops are the same ones attacking the Iraqi civilians. The terrorists (mostly foreign from other Arab countries) focused their attention to attacking the Iraqi Shia majority rather than the US troops in hope to start a civil war between the Shia Muslims and Sunni Muslims. That would be a definite way to bring the country into chaos, make it ungovernable, destroy US's policy and strategy in the Middle East and make them leave in a heart-beat. That has failed, why? Because the Shia religious leaders told their people not to seek revenge against the Sunnis, hence they have refrained.
