What about an essay type vote?
Critique the tours with a breakdown of what's good, what's bad, what's clever, what's brutally amateur, etc....
best critique wins best tour.... 2nd best critique wins 2nd best tour..... etc...
that sounds workable to me, except then we'd hafta vote on the critiques too.... 
and that sucks......
I'm wide open to suggestions here....

Why not auction the tours for charity? Maybe send some poor inner city kids out camping or into a computer class for the summer.
