There're couple of programs out there that ca do that. I used to run one (I think the name was Kill Process, not sure though), you'll be surprised how many programs you can find running in the background, which are not shown in msconfig. Even if you press Ctrl + Alt + Del (XP)
you can not see these programs. Get one of these programs, and take it from there. If such a program can not kill an process that runs on strtup, locate the unwanted program, reboot in safe mode and delete it manually.
Just give it a try, could be a hardware issue as well......
