The girl was kicking and hitting people, and breaking property... the teachers obviously cant spank or restrain the kid because then itll be ABUSE or HARRASSEMENT (maybe even SEXUAL HARRASSMENT) so what better way to teach them a lesson then put them in cuffs? She wont act up like that again I bet, unless her mom makes it seem like shes a martyr.
