No written rule, common sense. If you live in the US, and have 10k in your account or less, your very poor. Hell if you have 100K or less your still poor. This guy has posted on here since 2003, you think by then he would have accumulated more than 10k in his account.
Hey I hate to be the bearer of bad news, but if youve been doing this for over a year, almost a year and 1/2 and you haven't accumulated six figures by now, then this isn't the job for you. You failed, move on..
