In one way or another yes.
Maybe they don't have a shave button in their admin that they can turn on or off but there are alot of other ways to shave.
One of the most popular PPS programs only pays on signups that don't cancel or credit within 4 hours of signing up.
Considering the number of people that cancel their membership before ever entering the members area that's a 30-50% shave.
