Thanks for bringing this up... reading the fine print is certainly important in going forward as terms like what you described are necessary in a way to handle the "float" factor for those businesses.
ElvisManson's point about your overall Value Per Click (VPC) metric would have to factor in time as well, since you could be getting alot of sales, but the money comes in later and you could compute a good VPC, but without factoring in the time to get your money, then a program that you described might not be advantageous to an affiliate webmaster.
It would seem the competitive nature of paysite payouts would make it such that affiliate webmasters would promote other programs that paid the high PPS in a timely manner, then over a long period with stipulations.
