In most countryes this is standard practice when mailing papers in an envelope trough the normal postal system (not courier). It is done to show that the envelope contains only papers (most often products literature, advertising etc) so that it wont get stollen. It actualy shows that the envelope doesnt contain anything of value, just useless papers.
I know in this case it's not useless papers but they set it up to look like it actualy is
