Second.... Try an explain to your affiliates in your rules IF you have any that so called opt-in lists are RARELY opt-ins?!?! That they are usually BS lists gotten thru harvesting programs simply to make some dishonest bucks for the harvesters.

A simple 'we don't tolerate spamming' isn't quite enough with all the dipsticks that are trying to be 'adult webmasters' nowadays.
