The NFL is VERY strict about it.
They are making a big deal over baseball because it is the only pro sport that does not have a real testing/penalty system and by and large they take the attitude of turning a blind eye in favor of profits rather than keep the players from killing themselves.

hmm, that's why Teddy Brushi had a stroke a week after the Superbowl. Sure they have artificial "tests" in place, but when's the last time you remember a player getting busted for roids?
IMO they should put the entire NE Patriots Defense in that hearing along with those baseball players.
